Powers
Joint Secretary in charge of Administration exercises all Administrative powers as Head of the Department of the Ministry/Department as delegated by the competent authority by a special or general order and the statutory powers as per the Central Civil Services (Conduct) Rules - 1964, Central Civil Services (Classification, Control and Appeal) Rules, 1965 and Central Civil Services (Pension) Rules, 1972.
As Head of the Department, Joint Secretary (Administration) exercises all Financial powers delegated to Head of the Department as per the Government of India's General Financial Rules 2005 and Delegation of Financial Powers issued by Ministry of Finance and any other financial powers delegated by the competent authority by a special or general order
- part-time Chief Vigilance Officer for the Cabinet Secretariat.
- Principal Information Officer for Cabinet Secretariat.
Responsibilities
In the Cabinet Secretariat, all Joint Secretaries look after the matters pertaining to holding High Level Meetings, work pertaining to GOI (AOB) Rules & TOB Rules, administrative functions, co-coordinating among Ministries/Departments, and preparation of brief notes on the proposal for Cabinet Meeting received from various Ministries/Departments.
